  3. This tool is only available during emergencies.  It allows you to direct your police and fire units to suppress problems.  If the military has built a base in your city, then you may be able to dispatch guard units.

  5. Dispatch Police - Police are useful for suppressing riots and resisting floods.

  7. Dispatch Fire - Fire Units suppress fire, resist flood and toxic clouds.
  8.  
  9. Dispatch Guard - Guards can suppress riots, resist flood, resist toxic clouds, and MAYBE frighten the monster.
